The VT AOE has a number of initiatives that are aligned with the VT MTSS-RTII model. Each intiative provides a unique focus on aspects of the MTSS-RTII components.
The Integrated Support for Learning Divisions at the Vermont Agency of Education provide support for supervisory union and school improvement teams as they work toward continuous school improvement. ISL staff will help supervisory unions and schools ensure that the educational programs students receive provide the content, knowledge and skills to meet rigorous academic standards.
AOE school effectiveness coordinators emphasize best practice implementation and monitoring of implementation, high quality instruction, and high expectations for all students as well as continuous progress monitoring of student achievement goals.
Through the use of a continuous school improvement model the number of students meeting or exceeding the standard can be improved and gaps in performance between the various sub groups of students can be decreased.
SWIFT: The Schoolwide Integrated Framework for Transformation
The SWIFT project addresses five pressing goals affecting outcomes for students with disabilities. Goal 1 is to identify and explore 6 knowledge development sites and conduct a field study to develop protocols and assessments based on evidence on improved outcomes for students and highly effective system components. Goal 2 is to provide intensive technical assistance to schools to install SWIFT with the intended outcome of a system of practices that enable sustained implementation of inclusionary school-wide reform. Goal 3 is to build local school district capacity to sustain SWIFT and to add additional SWIFT schools in the absence of direct technical assistance. Goal 4 is to assist state education agencies with developing multi-level leadership and coordination to provide a seamless and transparent process of communication for scaling up inclusionary school reform statewide. Goal 5 is to establish and maintain a national communication system on school-wide inclusive reform through development of a web community designed to include a new generation website.

The Vermont BEST Project – Positive Behavior Interventions and Supports
Vermont Positive Behavior Interventions and Supports (VTPBiS) is a State-wide effort designed to help school teams form a proactive, school-wide, systems approach to improving social and academic competence for all students. Schools in Vermont are engaged in using a formal system of positive behavioral supports in their schools. Involved schools who implement PBIS with fidelity and integrity see a dramatic decrease in the number of behavior problems experienced in their schools. Additionally, students in these schools enjoy greater levels of support and inclusion than those in comparative schools who do not use a system of Positive Behavioral Interventions and Supports.
